The Enterprise Architect will engage in developing and maintaining Information Systems, including testing scenarios, and participating in technical meetings. DESCRIPTION OF THE TASKSIn addition to the tasks specified in the DIGIT-TM II Service Requirements document for this profile, the external service provider will perform the following main tasks:- Development and maintenance of Information Systems, including testing scenarios (testing new features and non-regression testing). - Participation in technical working groups, progress meetings, and meetings. - Interaction with end-users, business managers, and the project team (business analysts, customers, users, project managers, team leaders, and developers). - Development and maintenance of technical documentation. - Assistance in analysis, deployment, evaluation, and reporting. The list is not exhaustive, and additional tasks may be requested from the service provider according to the evolving context and needs of the service. The same applies to the list of projects for which the service provider may be asked to work on. LEVEL OF EDUCATIONAs stated in Article 2. 6. 3. 1. of DIGIT-TM II Service requirements, the minimum educational qualification for lot 13 is:Level of education corresponding to Level 7 of the European Qualification Framework (typically corresponding to a master’s degree of 5 years of higher education). KNOWLEDGE AND SKILLSIn addition to the knowledge and skills specified in the service requirements of ESP-DIGIT-TM II Service Requirements document for the above-mentioned profile, the following additional skills and knowledge are required:- Very good knowledge and practice of service-oriented, REST, web services, architectures. - Very good knowledge and practice of mapping tool Hibernate. - Very good knowledge and practice of Spring architecture and Spring development. - Very good knowledge and practice of Confluence, JIRA, SMT, Outlook. - Very good knowledge and experience in unit testing (including non-regression) practice of code versioning tools such as Git, agile, and scrum management. - Very good knowledge and experience of continuous integration tools such as Bamboo. - Very good ability to cope with fast-changing technologies used in application architecture, design, and development. - Very good analysis and problem-solving skills. - Very good ability to deliver high-quality development and architecture artifacts in a short time. - Good ability to give technical presentations. - Very good capability to write clear and structured technical and functional documents. - Very good knowledge of the standard technology stack and building blocks of the Commission. - Good knowledge of the Commission IT procedures. - Good knowledge of the Commission’s administrative procedure. - Good ability to participate and communicate technical and business presentations. - Excellent communication skills in English and French (both verbal and written). Due to the particular nature of a large international organization such as the European Commission, candidates should also have the following non-technical skills:- Capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in teams. - Ability to participate in multilingual meetings. - Ability to work in a multicultural environment, on multiple large projects. - Ability to understand, speak, and write English at C1 level and French at B1 level will be an advantage. - High degree of discretion and integrity is required as the applications managed and maintained in DG FISMA Unit 01 contain personal and confidential data. SPECIFIC EXPERTISEThe following specific expertise is mandatory for the performance of tasks:- Technical and business leadership using agile scrum methodologies. - At least 5 years of specific expertise with JEE, microservice architectures, and patterns. - At least 5 years of specific expertise with Java development and major components (full stack). - At least 5 years of specific expertise with middle-tier development using languages and frameworks Java/Spring boot. - At least 5 years of specific expertise in back-end database development using Oracle, PL/SQL. - At least 3 years of specific expertise in Domain Driven Design, Enterprise Integration Patterns, Complex event processing, API design, and security. - At least 3 years of specific expertise in Business Process Management, workflow patterns. - At least 3 years of specific expertise in any Commission’s standard technology related to DevSecOps technology will be considered an important asset. - Expertise in Cloud-based development will be an asset. - Expertise in Cloud-based security will be an asset.
